Persons may be entitled to appeal final agency actions authorized under this chapter pursuant to IDAPA 16.05.03, Rules of the Department of Health and Welfare, IDAPA 16.05.03, “Rules Governing Contested Case Proceedings and Declaratory Rulings”.
