Description of Acquisition:
Superfund Technical Assessment & Response Team (START) 4 - The purpose of the Superfund Technical Assistance and Response Team (START) contract is to provide nationally consistent advisory and assistance services to EPA On-Scene Coordinators (OSCs) and other federal officials implementing Environmental Protection Agency's (EPA) responsibilities under the national response system. The contractor provides scientific/technical support for EPA activities in futherance of the agency's primary mission: the protection of human health and the environment. Additionally, the contractor provides advisory and assistance services to other programs, such as site assessment, Brownfields and remedial support activities. For each assigned task, the contractor provides appropriately experienced, trained, and accredited personnel with current credentials/certifications as well as all supplies, materials, tools and equipment necessary to complete the job. It is also anticipated that under rare circumstances international support may be required.

Potential Conflicts of Interest: The contractor will be required to disclose any potential conflict of interest upon receiving a task order or technical direction document. Potential conflicts of interest will be evaluated by the Project Officer and Contracting Officer (CO), with the CO issuing a final determination in each case.

Services are for other than Architect/Engineering or Construction and PBA methods will be used.
