National emission standards for control HAP emissions from aerospace manufacturing and rework facilities were published in 60 FR 45948, September 1, 1995. Proposed amendments to the final rule were published in 63 FR 15034, March 27, 1998. This addendum to the background information document provides: the basis for the revisions (amendments) made to the standards since promulgation; a summary of the comments submitted and the responses to these comments; and a summary of the changes made since promulgation.
