The Benefit Analysis estimates the social benefit of the interim final rule on standards for the tracking and management of medical waste. The tracking system is assumed to be effective in eliminating the problem of medical wastes appearing on the beaches of the demonstration states. The benefits are measured in terms of values that individuals will place on improvements in beach conditions rather than associated changes in actual expenditures.
