This document summarizes the results of the analyses performed in support for the final rule for refueling emission regulations for light-duty vehicles and trucks (onboard refueling vapor recovery (ORVR) (59 FR 162). The environmental impact, costs and cost effectiveness of ORVR controls are assessed, as well as other associated benefits. The scenarios included in the analysis focus on both overall nationwide control and control of refueling emissions in ozone nonattainment areas. In addition, the incremental impacts ORVR relative to existing Stage II refueling controls is examined. Also included is a sensitivity analysis for several key parameters.
