As part of the survey (see W.2001.9), EPA developed cost models to assign costs to projects for which systems lacked adequate cost documentation. The number of projects submitted without cost documentation increased significantly in 1999 compared with the 1995 survey. Of approximately 74,000 accepted surveys, 67% were submitted without documentation of costs. This increase required greater reliance on cost modeling than in 1995.
