This memorandum describes the methodology followed by EC/R in calculating the cost impact estimates associated with the draft proposed oil and natural gas production and natural gas transmission and storage national emission standards for hazardous air pollutants (NESHAPs). The cost impact estimates are calculated for the first, second, and third year after promulgation of the NESHAPs.
