This memorandum deals with the effect (based on limited available information) that existing air pollution controls have on mercury removal from coal- and oil-fired utility flue gas. The costing analysis focused on activated carbon injection, the only mercury control being investigated for US utility boilers at the time, but other emerging technologies were also noted. The study was required by Section 112(n) of the Clean Air Act.
