This report is the first in a series of three reports to Congress which are required by RCRA on several aspects of medical waste management and the demonstration program for tracking medical waste. The report has a cost chapter which estimates the present and potential costs to local economies, persons, and the environment from improper handling, storage, transportation or disposal of medical wastes and to generators, transporters, and treatment, storage, and disposal facilities from regulations promulgated under the MWTA.
