Under authority of the 1990 Clean Air Act Amendments, a National Emission Standard for Hazardous Air Pollutants (NESHAP) is being proposed to control methylene chloride, perchloroethylene, trichloroethylene, 1, 11, trichloroethane, chloroform and carbon tetrachloride from facilities with halogenated solvent cleaners. This report contains information on the use and control of halogenated solvents in solvent cleaning applications. Described are the types of solvent cleaners, sources of solvent emissions, methods of controlling solvent emissions, the cost associated with installation of controls and regulatory alternatives.
