This document provides a statement of the rationale for this proposed regulatory action, an analysis of the social costs and benefits associated with the action, and a review of possible economic impacts which could result from implementation of this proposed regulation. The proposed rule is intended to reform RCRA regulation of mixed wastes (radioactive and hazardous wastes) that is duplicative of regulations under the Atomic Energy Act.
