The U.S. Environmental Protection Agency (EPA) plans to propose New Source Performance Standards for air emissions for new municipal waste combustors (MWCs) in late 1989. Affected plants include all MSW plants that are placed under construction after regulations are proposed in the Federal Register. These regulations will affect the number of plants built and the combustion technology used. These regulations will also affect the cost of owning and operating these MWC plants. The report uses three economic scenarios to examine the economic impact of the five regulatory alternatives under most active consideration by EPA.
