Cost, economic impact, and benefits analysis of the proposed rule and six alternative regulatory options.
The economic analysis includes a cost-to-revenue analysis at the facility and firm levels, a state-level analysis of compliance costs per household, and an analysis of compliance costs relative to electricity price projections at the North American Electric Reliability Council (NERC) level. The analysis also includes impacts on small businesses.

The benefits analysis is based on a case study approach. Benefits were measured as reductions in damage to aquatic organisms from two types of contact with the intake water flow of the cooling towers (the technical terms are "impingement" and "entrainment" which are abbreviated as I&E). The economic value of case study losses resulting from I&E were extrapolated to obtain national loss estimates.
