This report addresses the environment and economic benefits of several alternative regulatory scenarios, including two scenarios that EPA is proposing. It examines in detail four environmental quality improvements that would result from the regulatory changes: (1) improvements in the suitability of freshwater resources for fishing and swimming, (2) reduced incidence of fish kills, (3) improved commercial shellfishing, and (4) reduced contamination of private wells.
