EPA is proposing a chemical test rule under section 4(a)(1)(B) of the Toxic Substances Control Act (TSCA) that would require manufacturers, importers, and processors of a group of 23 high production volume (HPV) chemical substances to conduct testing to obtain screening level data for health and environmental effects and chemical fate. This report provides the economic analysis for the proposed test rule.
