The report provides an economic and financial analysis of then proposed revisions to the effluent limitation guidelines for the steam electric utility industry. It considers the economic effects associated with best available technology and pretreatment standards for once-through and recirculating cooling water as well as new source performance standards for both cooling water streams and fly ash transport water. The analysis was conducted at both the plant and national levels. The study supplements the technical study ("EPA Development Document") supporting the proposal of regulations under the Clean Water Act by estimating the broader economic effects which might result from the required application of various control methods and technologies.
