Cost-Effectiveness Analysis Of Federal Emission Standards For Gasoline-Powered Light-Duty Vehicles (Draft Final Report).
The objective of the study was to examine the average and incremental cost-effectiveness of the current and past emission standards for gasoline-powered light-duty vehicles in terms of achieving the goal of pollution reduction. For the purposes of the study, cost-effectiveness was defined as the cost per ton of pollutant abated. In order to determine the cost of each incremental reduction in the standards, manufacturers' emission-related equipment costs were estimated using cost functions previously developed by the contractor. The 1973 model year was chosen as the first set of standard for analysis. Incremental cost and abatements were calculated for each pollutant on a per-vehicle basis, at the manufacturer/cylinder class level. The results were then aggregated to manufacturer classes using the 1982 production mix of each manufacturer as weights.
