Development Document for Effluent Limitations Guidelines and New Source Performance Standards for the Tire and Synthetic Segment of the Rubber Processing Point Source Category, Final.
This document presents the findings of a study of the tire and inner tube and synthetic rubber segments of the rubber processing industry by R. F. Weston, Inc. for the Environmental Protection Agency for the purpose of developing effluent limitation guidelines for the industry, to implement Sections 304, 306, and 307 of the Federal Water Pollution Control Act, as amended (33 USC 1251, 1314, and 1316; 86 Stat. 816).
Effluent limitations guidelines are set forth for the degree of effluent reduction attainable through the application of the "Best Practicable Control Technology Currently Available" and the "Best Available Technology Economically Achievable" which must be achieved by existing point sources by July 1, 1977 and July 1, 1983, respectively. The "Standards of Performance for New Sources" set forth a degree of effluent reduction which is achievable through the application of the best available demonstrated control technology processes, operating methods or other alternataives.
