Hazardous Waste Treatment, Storage, And Disposal Facilities (TSDF) -- Background Information For Promulgated Organic Air Emission Standards For Tanks, Surface Impoundments, And Containers.
Standards for the control of organic air emissions from hazardous waste treatment, storage, and disposal facilities (TDSF) are promulgated under the authority of Section 3004(n) of the Hazardous and Solid Waste Amendments (HSWA) to the Resource Conservation and Recovery Act (RCRA). Also promulgated is a new test method for determining the organic vapor pressure of waste, Reference Method 25E. The final rules establish organic air emission control requirements for tanks, surface impoundments, and certain containers in which hazardous waste is placed. This document contains summaries of public comments received on the proposed rules (56 FR 33490, July 22, 1991), EPA responses, and a discussion of changes to the rules since proposal.
