The U.S. Environmental Protection Agency is proposing a chemical test rule under section 4(a)(1)(A) of the Toxic Substances Control Act that applies to three commercial mixtures of polybrominated diphenyl ethers (PBDEs): c-pentrabromodiphenyl ether (c-pentaBDE), c-octabromodiphenyl ether (c-octaBDE), and c-decabromodiphenyl ether (c-decaBDE), and would require manufacturers, importers and processors to conduct testing on these mixtures. This report estimates the costs and benefits of the proposed test rule.
