This document provides background information on the derivation of the standards of performance for the phosphate fertilizer industry. Volume 1 provides a general description of the facilities for which standards are proposed and provides the rationale for the proposed standards of performance. Included is an analysis of the economic impact of the standards on the industry. The proposed standards require control at a level typical of well controlled existing plants and attainable with conducted, and design factors, maintenance practice, available test data, and the character of emissions were considered.
