The 1986 Needs Survey, a joint effort between the States and EPA, was conducted to meet the requirements of Sections 205(a) and 516(b)(1) of the Clean Water Act.
The report provides the EPA's detailed estimates of the capital costs needed (i.e., "needs") to build publicly owned municipal wastewater treatment facilities to comply with the Clean Water Act.
