A draft rule for the regulation of emissions of organic hazardous air pollutants (HAP's) from chemical processes of the synthetic organic chemical manufacturing industry (SOCMI) is being proposed under the authority of Sections 112, 114, 116, and 301 of the Clean Air Act, as amended in 1990. This volume of the Background Information Document presents model emission sources that were developed to evaluate the national impacts of the proposed rule.
