Subtitle 1 of the Resource and Conservation Act (RCRA) requires the U.S. Environmental Protection Agency to develop a national program for regulation of underground storage tanks (USTs). Subtitle 1 excludes from regulation nine types of underground tank systems including two that are the focus of this study: Tank systems used for storing heating oil for consumptive use on the premises where stored; and Farm or residential tank systems of 1,100 gallons or less capacity used for storing motor fuel for noncommerical purposes.
