This report supports the development of revised fees for the Lead-Based Paint Activities (i.e. the Abatement rule) program and initial fees for the Lead Renovation, Repair, and Painting Program (i.e. LRRP rule) program. It presents the results of the following analyses: estimation of the EPA costs of each of the two programs; development of a fee structure that would generate revenues sufficient to cover these costs; and analysis of the potential impact of these revised new fees on small entities.
