Off-site waste and recovery operations are facilities that treat, store, recycle, and/or dispose of wastes received from outside the boundaries of the facility. Under the authority of the Clean Air Act, a national emission standard for hazardous air pollutants (NESHAP) is proposed to control organic hazardous air pollutant (HAP) emissions from off-site waste and recovery operations. This document provides background information on emission sources at off-site waste and recovery operations. HAP emissions, applicable emission control technologies, and the costs and environmental impacts of implementing these control technologies.
