This Regional Benefits Assessment presents the methods used by EPA for the environmental assessment and benefits analysis for the regulatory analysis options considered. EPA's analysis had three main objectives: (1) to develop a national estimate of the magnitude of impingement and entrainment (I&E) at potentially regulated Phase III facilities; (2) to estimate changes in the I&E losses as a result of projected reductions in I&E under the various analysis options; and (3) to estimate the national economic benefits of reduced I&E.
