In June 1982, EPA issued the Preliminary Assessment Information Reporting (PAIR) Rule under Section 8(a) of the Toxic Substances Control Act (TSCA). Under the PAIR rule, manufacturers of specified chemicals are required to submit certain production, importation, use, and exposure data for these chemicals to the Agency to assess health and environmental risks that these chemicals may pose. 47 chemicals were requested to be added to the PAIR rule by the TSCA Interagency Testing Committee.
This report assesses the costs to industry and government incurred in implementing this reporting rule. EPA's methodology, data sources, and results are detailed in this report.
