The final rule MODIFICATION OF THE HAZARDOUS WASTE PROGRAM: HAZARDOUS WASTE LAMPS covers all hazardous waste lamps. Mercury-containing fluorescent lamps are estimated to represent 98 to 99 percent of the total annual generation of spent hazardous waste lamps. High-intensity discharge (HID) lamps represent most of the remaining quantity. Miscellaneous hazardous waste lamps covered by this rule represent a comparatively negligible proportion of the total annual generation. This Regulatory Flexibility Analysis addresses only mercury-containing flourescent lamps. Incorporation of HID and miscellaneous hazardous waste lamps into the scope of this analysis is not likely to impact the findings.
