With this notice EPA proposes to conform its stratospheric ozone protection regulations to the requirements of title VI of the CAAA. The existing regulations implement the original Montreal Protocol, which the US ratified in 1988, and the 1991 requirements of section 604 of the CAAA. Today's notice proposes to amend regulations implementing 1992 and later requirements of section 604, as well al the related provisions of section 603, 607, and 616, in a manner consistent with the US's continuing obligations under the Montreal Protocol, as amended.
The proposed changes pertain to apportioning baseline allowances, decreasing the number of allowances according to the phase-out schedule presecribed by section 604, and changing other aspects of the allowance trading program for ODSs.
