Economic Analysis Of Air Pollution Regulations: Proposed NeESHAP For Organic Liquids Distribution, Revised Final Report.
EPA is developing a NESHAP to limit air emissions from organic liquid distribution (OLD) activities. Industries that will be affected include chemical manufacturers, liquid terminals, petroleum refiners, and pipeline owners and operators. The proposed NESHAP required distributors of nongasoline organic liquids to meet emission standards for the release of HAPs. To meet these standards, some firms will have to modify their equipment and institute leak detection and repair procedures.
Costs were estimated for capital and annual costs. Economic impacts were estimated using a partial equilibrium simulation model. Impacts were estimated at all levels including market, industry, facility, company, and society.
