This report describes the expected impacts of EPA's Emission Guidelines (EGs) on existing small municipal waste combustion units (SMWCs) and the New Source Performance Standards on new SMWCs. The report compares three different regulatory alternatives for existing facilities and reports the overall distribution of costs, the distribution of costs across ownership structures, and the variation of costs across communities of different sizes. The report presents projected emissions reductions associated with each of the regulatory alternatives. The report also describes expecteed fifth-year impacts of the NSPS.
