A final rule for the regulation of emissions of organic hazardous air pollutants (HAP's) from chemical processes of the synthetic organic chemical manufacturing industry (SOCMI) is being promulgated under the authority of sections 112, 114, 116, and 301 of the Clean Air Act, as amended in 1990. The emission standards were proposed in the FEDERAL REGISTER on December 31, 1992 (57 FR 62608). Public hearings were held. A supplemental notice was published in the FEDERAL REGISTER on October 15, 1993 (58 FR 53478).
