This document is the primary analysis for all of the regulations pertaining to gasoline volatility. Analysis focuses on comparison of cost effectiveness values for a number of long and short-term evaporative control strategies.
EPA promulgated regulations to reduce gasoline volatility in two stages. Stage I addressed VOC reductions available imediately (1989). Stage I regulations were proposed on 8/19/87 (52 FR 31274) and finalized on 3/22/89 (54 FR 11868). Stage II addressed further reductions available with the instalation of new refining capacity (1992). Stage II regulations were promulgated on 6/11/90 (55 FR 23658).
