The overall philosophy for the revised guideline is to provide a structure for an agency to use in calculating its own monitoring costs by giving a detailed breakdown of costs for each measurement type.
This document provides cost estimates for monitoring, collecting and analyzing criteria pollutants in ambient air, toxic air pollutants, for enhanced ozone, saturation sampling for PM-10, and carbon monoxide and implementation of a model to be used in developing and presenting costs associated with different measurement methodologies. The capital and operating costs were developed based on 1992/1993 manufacturers' equipment costs and upon labor categories and rates as provided by a cross section of private and Governmental agencies.
