Valuing Drinking Water Quality: Theory, Methods, and Research Needs, Draft Report.
Under the 1974 Safe Drinking Water Act (SDWA) and its amendments on June 19, 1986, the U.S. Environmental Protection Agency (EPA) was directed to set drinking water standards based on technical, health, and affordability considerations. This report focuses on issues surrounding the assessment of drinking water regulation benefits. It specifically discusses the major conceptual and methodological issues related to measuring the value of actions to protect and enhance drinking water supplies.
