National emission standards for hazardous air pollutants (NESHAP) are being promulgated for the pulp and paper industry under authority of Section 112(d) of the Clean Air Act as amended in 1990. This background information document provides technical information and analyses used in the development of the promulgated pulp and paper NESHAP, and contains responses to comments from the proposed rule. This document covers air emission controls for wood pulping and bleaching processes at pulp mills and integrated mills ( i.e., mills that combine on-site production of both pulp and paper). Effluent guideline limitations for pulp and paper mills are being developed concurrently under the Clean Water Act. This document summarizes the environmental and cost impacts of the final rule. Technical information used for the development of effluent guideline limitations is in separate documents.
