The economic benefit analysis pursued two lines of investigation. Both relied on the existing economic and other professional literature. The first line of investigation involved detailed analyses of the benefits derived from projected water quality improvements in the three case study stream segments (portions of the Monongahela, Mahoning, and Black Rivers in Pennsylvania and Ohio). These case studies are found in Volume 3. The second approach involved allocating shares of the aggregate benefits of water pollution control to the best practicable technology and best available technology effluent limitation guidelines for iron and steel manufacturers. This approach is found in Volume 2.
