The purpose of this document is to summarize the costs, benefits, economic impacts, and other impacts of the four rules that EPA is proposing in response to the Court's vacatur and remand, i.e., the proposed rules for the following: area source boilers, major source boilers, CISWIs, and identification of non-hazardous secondary materials. We developed this combined summary document because of the interdependencies between the air and solid waste rules.
