Asbestos Worker Training Rule: Cost-Effectiveness Analysis.
Cost-effectiveness analysis for proposed rule requiring training of all employees of asbestos abatement contractors and all workers who perform projects codered by NESHAP. It is not part of the Asbestos Abatement Worker Protection Rule (2/25/87)
This report estimates the costs of alternative training rule options. It also estimates the percentage of abatement work that would have to be done according to the training specifications in order for the proposed rule to meet alternative cost-effectiveness criteria. The cost-effectiveness is a function of the direct cost of training, the cost of following the guidelines prescribed in the training course (indirect costs), and the health benefits (indirect benefits) of following these guidelines.
