The Regulatory Impact Analysis attempted to compare the costs to the benefits expected from the implementation of standards and guidelines. The cost and economic impact discussion refers to two "Analysis of Economic Impacts" reports (EPA-453/R-97/007b and EPA-453/R-97/008b). A qualitative discussion of relevant benefit categories is presented. Due to lack of date regarding the benefits associated with reducing specific pollutants, only a few benefit categores were quantified. Therefore, a direct comparison of costs to benefits was not possible. RIA reassesses the costs and benefits presented in "MWIs: Background Information for Proposed Standards and Guidelines: RIA for New and Existing Sources," "Addendum to Analysis of Economic Impacts for Existing Sources," and "Addendum to Analysis of Economic Impacts for New Sources."
