Section 112 of the Clean Air Act (CAA) lists source categories of major and area sources of hazardous air pollutants (HAPs) for which regulations must be developed. The refining industry has developed a complex variety of production processes used to transform crude oil into its various final forms, many of which are already subject to some CAA controls. Refinery HAP sources include fluid catalytic cracking units, catalytic reforming units, and sulfur plant units.
