The purpose of this memorandum is to present and evaluation of the economic impacts associated with the NESHAP for the Engine Test Cells/Stands industry. Based on the data and information contained in the background memoranda prepared in support of this rulemaking, the economic impacts of the rule on this industry will likely be negligible. This memorandum provides the data and reasoning for this conclusion along with an evaluation of small entity impacts.
