Standards of performance for the control of volatile organic compound emissions from the polymer manufacturing industry are being proposed under the authority of Section III of the Clean Air Act. These standards would apply to new, modified and reconstructed facilities that manufacture polypropylene, polyethylene, polystyrene, or poly(ethylene terephtalate). This document contains background information and environmental and economic impact assessments of the regulatory alternatives considered in developing the proposed standards.
