The purpose of this document is to provide information on alternative control techniques (ACT) for volatile organic compound (VOC) emissions from the surface coating of plastic parts of automotive/transportation and business machine/electronic products. This document contains information on emissions, controls, control options, and costs that States can use in developing rules based on reasonably available control technology (RACT). The document presents options only, and does not contain a recommendation on RACT.
