Background information is presented for the purpose of providing technical data considered in the development of new source performance standards (NSPS) for petroleum refinery wastewater systems under the authority of Section III of the Clean Air Act. Three emission sources in a petroleum refinery wastewater treatment system are discussed in terms of their design and operating characteristics, factors affecting emissions of volatile organic compounds (VOC), emission control techniques, and emission control flotation systems. The report also identified model facilities and regulatory alternatives for which environmental, cost, and economic impacts are presented.
