Standards of performance for the control of volatile organic compounds (VOC) emissions from rubber tire manufacturing facilities are being promulgated under Section 111 of the Clean Air Act. These standards will apply to newly constructed, modified, or reconstructed facilities in rubber tire manufacturing plants. This document summarizes the public comments received on the proposed standards and the Agency's responses to those comments as well as the changes made to the standards since proposal. This document also contains revised estimates of economic impacts resulting from revisions to the assumptions used to calculate baseline control costs. BID for proposed rule (A.81.2) has most of the economic analysis.
