This report deals with a sample of the pre-construction permits issued under EPA's post-1977 NSR regulations. The data and information contained in this report summarize results of a study directed at assessing the experience of EPA's New Source Review (NSR) Program. Information extracted from Prevention of Significant Deterioration (PSD) and non-attainment permit files augmented by data obtained from company representatives have been compiled, analyzed and interpreted. An automated relevant data base has been constructed containing relevant data for each of more than 285 PSD and non-attainment permits issued since 1978.
