Standards of performance for the control of particulate matter emissions from metallic mineral processing plants are being proposed under the authority of Section III of the Clean Air Act. these standards would apply to facilities at processing plants for which construction or modification began on or after the date or proposal of the regulation. This document contains background information and environmental and economic impact assessments of the regulatory alternatives considered in developing proposed standards.
