In this action, EPA is finalizing a second phase of emission regulations to control emissions from new nonroad spark-ignition nonhandheld engines at or below 19 kilowatts (25 horsepower). These engines are used principally in lawn and garden equipment in applications such as lawnmowers and garden tractors. The standards will result in an estimated 59 percent reduction of emissions of hydrocarbons plus oxides of nitrogen from those achieved under the current Phase 1 standards applicable to nonhandheld engines.
